James, one way to handle and communicate this is to issue the sheet with stamp/signature and in the title block revisions/description column go ahead and document the revision number, date and remark "Sheet Deleted," in the title block revisions remarks column. In the field of the sheet, I would put a small revision triangle with the revision number to correspond to note in the title block revisions remarks column - no cloud. Add the change in the Drawing List with the revision triangle. Issue the sheet one time only.
That should take care of future document issuances that don't include that sheet. It wil also be clear for a final record drawing set.
I especially recommend this approach or something like it if the set has to go to permitting authority as a permit revision.

Looking for some best practice advice on contract document drawing revisions. On occasion we will revise a drawing to remove all scope of work that was on that sheet. We are dealing with clients that have online document management systems that may or may not support the effective removal of the previously uploaded sheet if the entire sheet gets removed instead of revised.
It has been suggested that we upload a blank sheet that we sign and seal indicating that the work related to that sheet has been removed. I am questioning if we need to sign and seal as opposed to just uploading the blank sheet with a note about the removal of work.
The argument is that we are signing and sealing to indicate the change in the work, and issuing the blank sheet to make sure that the online document set gets updated with the blank sheet.
