While use of vacation and sick leave is at the employees discretion, it does become a job performance issue when it is used in this manner. Has either one gone into vacation "deficit" and used more than they have available? Do you have clearly defined performance expectations in writing?
In my experience, it has been very telling which staff members in this situation are truly serious about their chosen profession when something like this is pointed out to them.
