we have a project database software ( Newforma) which creates automatic Transmittals, and tracks Submittals with an easy incoming, forward, pending and reporting ability . Our contractors have been anxious to use this and get their subs also. we like the ability to do Redlines and markups, add files and photos etc. and it keeps the computer space down as well as the file cabinet. Our Owners like the PDF format as well.

We have been using electronic submittals as much as possible even though there are always some issues.  One new process we have started is to send all submittals and all closeout documents to our printer.  He scans everything for a few hundred dollars and we get a disk back.  We don't keep hard copies or load up our servers with data.  We keep one disk in the office and one off site for safety.    This has worked very well for us.

We used electronic submittals very effectively last year on a $16M higher education project.  Fortunately all parties involved were proactive in its use.
One caveat, the project is being published in a magazine that requests the name of all the product manufacturers.  It would have been much simpler to flip through hardcopy than multiple multi-megabite Bluebeam files!
That being stated, we will continue to use this cost-effective and truly "green" process.
