Never had to provide a Construction OSHA Safety Plan for our observation visits. Did the Construction Manager ask the Owner to provide an OSHA Safety Plan? (Of Course not). Just because the project is Design Build does not mean that we, as Architects, do not follow our professional responsibilities. Remember that the General Contractor is to be with you when visiting the Site.
1) The site is the General Contractors responsibility, the GC knows what his responsibilities and limitations are, per contract. The same is true with the Architect and Owner. (General Conditions).
2) Get your Insurance carrier involved - yes there will be an exposed liability to you and you will be responsible for the Owner and your Consultants.
3) Have the Construction Manager show you where OSHA requires a Safety Plan for Site Observations. If it exists, let AIA know - that is what AIA is for; protect the Architectural Profession.
