is there some confusion on what the question is? my take was about signing and sealing the documents issued to the local AHJ for a building permit application. Most states require that the architect of record sign and seal the documents issued for building permit. It is generally the contractor's obligation to make the physical submittal of documents and then obtain the permit.
It is always best to verify with the appropirate state licensing board and the local AHJ on what their requirements are for signing and sealing documents being used to submit for a building permit.
