Elizabeth Chu Richter, FAIA, will present her research on the origins of the federal 6% statutory limitation on A/E fees. She will also discuss the findings, examine how the limitation has been applied beyond its intended scope, and review ongoing efforts to correct misapplications of the Federal Acquisition Regulation (FAR).
