  • 1.  Self Certifying Construction Documents

    I know NY state allows architects to self-certify construction documents within certain parameters (cost threshold, project types-certificate of need etc). 

    What other states allow self certification for construction documents and what are the parameters?

    The City of Chicago has a program for Self Certifying of Construction Documents by pre-qualified Architects.
    It's expensive for architects to go through this self-certification process, but on certain projects, this class of architects is sought after by some owners because it expedites the building permit process within the city limits.

    The Massachusetts State Department of Public Health, Div of Healthcare Quality, permits Self Certification when the project conforms to their guidelines.  Of course they reserve the right to further review the project.

    In Texas, the Texas Department of State Health Services (TDSHS) allows self certification of almost any hospital project that falls under their licensing jurisdiction.  TDSHS will provide a full plan review, but it can take up to a year; so most renovation and addition projects are self-certified.  TDSHS will provide a plan review conference to look at the broad design decision of the project during the design phases.

    Nebraska used to have an Architect in the employ of the Department of Health and Human Services.  He would do all of the certifications for healthcare projects in the state.  After he left the position, Architects in Nebraska are required to self certify all healthcare projects.  Submitted with the certifying documents are approvals from the Nebraska State Fire Marshal and any other state inspectors (elevator, electrical, etc.) that have jurisdiction.
