If you truly believe in the '2030 Challenge' then you realize that this is actually just a good first step towards that goal. The results of the IGCC 2.0 will only provide a minimum for all new construction which is a very small step towards what will be needed to meet the '2030 Challenge'. Each cycle of the IGCC will have to bring more stringent requirements which will mean a constant reevaluation for all practicing architects and of course constant change.
It is all leading towards what is now essentially set forth by a group called the "International Living Building Institute" which is a rating system similar to LEED but comes from the point of view starting with a 100% CO2+e neutral design and doing everything possible to achieve that.
People will always need buildings. It may force higher costs to new construction which will increase the re-purposing of existing structures. It will ultimately only
change the practice of architecture not eliminate it.
