We have worked as an owner's representative and also have done quite a bit of study/assessment/report type of work including pre-design/master planning and historic structure report work.
For these types of situations I use the B727 Standard Form Of Agreement Between Owner And Architect For Special Services. It allows the scope of work to be written and inserted in its entirety, very often cut and pasted from a proposal or meeting minutes where the scope is defined. Because it doesn't include any references to design phases, documents, or anything related to resulting construction it is pretty simple and the best fit I am aware of for such situations.
