In Minnesota, Building Officials in the Twin Cities are paid out of the permit fees they collect and have become a bit more particular about "estimated construction costs." The now often insist on a sworn construction statement from the contractor or depending upon their level of distrust, a copy of the actual construction contract between Owner and Contractor.
Getting the building permit is normally the responsibility of the Contractor and since they are responsible for the keeping the schedule I don't see the advantage of getting a permit for our clients. But perhaps we ought to gather pay and add a fee on top of all associated services like getting and paying for a survey. Odd thing to do when architects are already seen as too expensive.
