I try to keep it simple...The architect prepared the drawings for submission to the building department, and fill out the required forms. The fees are usually low for the application and they are a reimbursable as per contract. The successful bidder has the responsibility of "picking up the permit" Paying the fees, presenting
his registrations, etc. This works as the transfer of responsibility to the contractor. There is a time lapse while the drawings are being reviewed that allows me to see if the client has paid me--must be paid before attending an ARB meeting....or if not I will withdraw the submission until i have been paid. Then resubmit to the building department. The local building departments know me an have not had a problem with this policy.
Withdrawing the submission can make a client who has not paid a little aggravated, but the check does come!
That last payment is where an owner will try to cut corners. If you are not paid for the construction docs before
construction starts, you know the Owner can easily ignore pay requests.
