Transforming Juvenile Corrections: Dignity, Community, Sustainability

Some states are moving away from a correctional model of large, centrally located, prison-like facilities to a system of smaller, more normative, treatment-oriented facilities located in closer geographical proximity to the youth they serve. This approach results in facilities that are smaller and more sustainable, normative and more dignified for residents and staff alike; and that can fit within the context of the surrounding community. This panel will examine this trend from the statewide master planning level, and at the community level; and will discuss, national best practices in planning and design standards, and feature design case studies of community based facilities that put this trend into practice. The Statewide Master Planning Level will draw on experiences in Massachusetts, New Mexico, and Washington State. The County Level will offer a case study of the Denton County Texas multi-purpose juvenile facility which combines non-secure interdiction / educational services with long-term treatment plans. The Community Level will study a modest juvenile facility located on a Native American Indian reservation on the Arizona/California border that reflects their desire to treat their youth in the community rather than hours away in state run facilities.
