That has to be the most inept analysis I may have ever read.
First - sustainability has nothing to do with DC with exception of tax law which can be handled through the states.
A capitalist version of the "green new deal" was developed 50 years ago. It requires no taxes and does not require a massive transfer of wealth. The initiative can be implemented rapidly and creates massive wealth . . . and advances our sustainability goals in years not decades.
I suspect no architects will want to know about this.
