Absolutely the engineers should be called out. Assuming they are relatively "local" to DC the design community there should be able to figure out who is preparing all these drawings, certainly not sole proprietor firms. If foundations are being poured that suggest the bunker is 100% designed, etc. Concrete trucks, pumper trucks, etc. Could also just be crazy risky fast-track insanity "lets hurry up and pour a huge foundation so we can say ooops we have to be this big now" Big job like this would have huge paper trail, contracts, submittals, coordination, bids, rejected bids, VE activity, etc.
