    I was a member of an AEC industry team that wrote and promoted passage a Design Build Delivery Act for public projects in West Virginia  in the late 90's. It is based on the DBIA Best Value model using a Criteria Developer, RFQ, and RFP resulting in the competitive selection of the Design Build Team. Stipends are included. I have since participated in the delivery of numerous projects ranging from $1.5 million to $25 million. They include community centers, parking garages, dormitories, and office buildings. The process works well especially when the Owner provides a stipend to the non successfull proposers. The Owner benefits from the designers and builders working together from the beginnig of the project. The Owner also has the opportunity to review several solutions from prequalified teams.
