The closing statement of the article says it all - ....."
"The mood around here today is kind of bittersweet," said Mike Daigler, a group leader with the program from the start. "A great sense of accomplishment mixed with seeing a lot of people leaving."

These are $4.5 Billion tax dollars spent over 17 years on a 6 million + sq. ft. project.  How could it not be a "success" for those who made profits on our tax dollars?
