    I attach a copy of the Charleston Declaration 2012 on Craft Skills Development.  This initiative aligns with the new program being developed by the US National Park Service's National Center for Preservation Technology and Training (NCPTT).

    Among other features, it seeks to address the urgent need for pre-bid qualification criteria on preservation / rehab projects that will enable the skills and experience of first rate trade companies (who often carry apprentices and train their staff) to better compete in he marketplace.  Without such economic drivers, the chances of retaining a competent preservation trade workforce at state and national level is doomed.

    Thank you for posting the Charleston Declaration. This is an important and welcome development. I'm pleased to see the momentum and positive energy expressed in the parallel APT PTN conferences in Charleston going forward.
