  • 1.  Raising a Building to Insert Parking Below?

    Posted 09-29-2011 06:00 PM
Hello. I'm wondering if any of you are aware of a historic building being lifted in order to create surface parking below. This would, in effect, add a lower floor to the building. I don't imagine this would comply with The Standards, but I'm looking for precedents. Thank you.

Lifting historic building has been going on in south Louisiana since the 18th Century, and is still being done today for many reasons besides parking below.  Many have been lifted after Katrina.

For conformance with the Standards, you might want to ask the SHPO or the NPS (or the municipal planning department's preservation specialist). Here in SF, the Board of Supervisors determined that one project would require an EIR under CEQA (no neg dec or cat ex allowed) because it would have raised a house 30 inches. Presumably, your project might cost a great deal more but might entail a far smaller impact on historical resources if the parking went under the building but the building stayed at its current elevation.
