We have a similar challenge, but no hope of dismantling the railing for plating off site. We are going to settle with a Crescent Bronze paint system over the components that have already been painted, and gently clean those were never painted. I didn't see photos so didn't add mine, but our project is the Bay City City Hall building, in case anybody is familiar with it...
