I have not encountered windowless units, and have thought windowless bedrooms to be a sad state of the art however, allowed under the IBC. Windowless units sound deplorable. The truly sad part is that if they are being constructed, they are likely also being financed. One thing this recent downturn showed us is that it will not just be the developer who will lose. Everyone paying taxes loses during the bail out. Distressed properties hurt us all by creating blighted neighborhoods.
How are these projects getting through the planning and building departments? What happened to the fundamental requirements for access to light and air?
Yes, I too am appalled.
