The building is circa 1905 construction. the surfaces have multiple paint layers and the building seemed to have issues with plaster problems soon after completion. The new paint is adhering to the latter paint layer, but paint is coming off back at the original plaster layer. this occurs at a variety of areas - walls and ceilings and is not tied to an exterior wall condition particularly.
