Thank you to everyone that responded - an overwhelming breadth of knowledge and experience that proved invaluable! We have proposed to the county building official that the original in-swinging pair of exterior doors at the bell tower be considered "security doors". These doors will be latched open during use of the facility while the original out-swinging interior doors between the bell tower and nave (I neglected to mention the bell tower functioned as a vestibule) provide weather / noise protection during use and occupancy.
Because this facility will be open from late May to early September due to winter weather extremes, this seems a sensible solution.
