We have been using a combination of Fast Track Schedule and Merlin (www.ProjectWizards.net).
We really like Merlin because of it's intuitive interace, extensive connectivity, and potability. It connects to our timekeeping software, billing software, and publishes to a secure access web site (where it can also be updated). It has an iOS app as well, giving our project managers direct access from where ever they are. The only caveat is that it is only available on a Mac (for now I believe).
We use Fast Track Schedule for our PC clients, consultants and contactors that need or want a MS Project schedule. We migrated away from MS Project about five years ago when it became far to bloated even by Microsoft standards.

SMPS has an earned value spreadsheet called Suretrack that allows you to define specific tasks and plan resources over a project's schedule. This might be worth checking out
