Once you can measure the intensity of context, many professions can evaluate its more subjective ability to satisfy "...human needs at all stages of life".

The term "context" applies to the building mass, pavement and open space of architecture. It combines to produce the intensity of shelter within cities. Design standards may evolve from research, but they only exist in rudimentary and largely ineffective form with the zoning regulations of today. Without a measurement system, however, we will not be able to lead architecture toward objectives that are part of a city design strategy based on knowledge.

Excellent architecture and city design leadership will depend on the knowledge gained from answers to questions similar to yours; but these answers must be based on a system that can help us repeat success without plagiarism. This will require an adequate measurement, evaluation and forecasting system. The result will always be fine art from exceptional talent and architecture from those who share the dream.
