Artistic insight is logic based on opinion. The combination will not convince a population of public benefit worth the expense. Architecture needs another argument to convincingly claim public benefit and improve compensation. At the present time it must depend on the building and zoning codes to mandate services. A better explanation of public benefit based on the logic of accumulated knowledge must be created before architects can claim excellence that protects the public welfare. This knowledge will be built when a goal beyond fine art is identified. It's not impossible, but it will not be achieved with a continued emphasis on appearance as a first priority.
