This week's Monday Morning News features a little bit of self-promotion. In a Friday blog entry from the Wall Street Journal, AAJ's own Larry Hartman was quoted discussing the prison planning process. The entry, titled "Contextual Measurement Matters", discusses prison capacity and how we see so many articles in the press mentioning prisons which have capacities exceeding 100%.
