NSP funds are generally run through local municipalities. Here in Philadelphia, they are administered through the Office of Housing and Community Development in conjunction with the Redevelopment Authority. We are currently involved in one project creating affordable houses for sale.
NSP funds are generally available in larger cities, so you should probably check with cities nearer to you. The rules and elegibility vary greatly, and any developer working with them should be prepared for beurocracy.
