This reminds me of Renaissance Europe.
The very rich controlled and encouraged the arts.
There was very little or no middle class.
The results were spectacular of course and the public enjoyed most of it.
Our middle class and starter market cannot really afford to pay for a 'custom' design which is why there are mass builders who take one plan and modify it slightly to get three or four alternate elevations, etc.
They may or may not have licensed architects on board.
