    DBE firm Set-Asides - Opportunity or Trap?

    Rosa Parks probably didn't seat herself at the front of the bus so that one day all public buses would reserve the first two rows for minorities. That was not an outcome she aimed for and not one anyone lived to see.  But in a way that is how set-aside programs for minority businesses operate.

    This analogy may rub many the wrong ways since set-asides for minorities awarded to "disadvantaged business enterprises" (DBE) address economic inequality, and date at least as far back....

    Mr. Phillisen:  you are a terrific writer and Architect/Urban Designer.  I read your articles very often.  But, maybe you should stick to Architecture and Cities as a subject.
