Ruth Colker wrote a comprehensive review regarding the “integration presumption” inherent in the Individuals with Disabilities Education Act (IDEA). She ultimately comes to the conclusion that stand alone facilities are harmful overall, though full integration with “normal” students is often neither feasible nor helpful.
