The Program Management family of AIA Contract Documents consists of agreements to be used when owners undertake a Program consisting of multiple projects that share similar scope and design intent and are part of a single coordinated and managed effort.

The following documents are included in the new AIA family:

  • C171™–2013, Standard Form of Agreement Between Owner and Program Manager for use in a Multiple Project Program
  • B171™–2013, Standard Form of Agreement Between Owner and Design Manager for use in a Multiple Project Program
  • B172™–2013, Standard Form of Agreement Between Owner and Architect for Architect of Record Services

The C171 agreement defines services for the management of the overall multi-project Program, including the establishment of standards and controls in the procurement, development and implementation of design and construction projects that will apply consistently across the Program.

The B171 agreement defines the services of a Design Manager that entail certain management and advisory tasks performed on behalf of the Owner (or the Program Manager) including facility assessment, prioritization, standards and guidelines, and early phase design of projects in the Program.

Early phase design of projects also includes the development of Transfer Packages that are the basis for Architect(s) of Record (AOR) to prepare construction documents and administration services for each project in the Program. These AOR services are defined in the B172 agreement. 

This webinar will explore the unique features of Program Management delivery including related AIA contract agreements used for the implementation of construction projects in a Program. Attendees will examine the roles and responsibilities of the Program Manager, Design Manager and Architect(s) of Record on a construction project, will learn about the contractual relationships and liabilities set forth in the AIA’s newly published documents, and learn how these documents can be utilized for projects not in a Program. Presenters will provide real-world private and public-sector Program examples.

Arlen M. Solochek, AIA
Arlen M. Solochek, AIA, is a registered architect and the District Director of Facilities Planning and Development for the Maricopa Community College District. “Maricopa”, is one of the largest community college districts in the nation, serving over 240,000 headcount each year, and is the largest provider of post secondary education in the State of Arizona. Maricopa is composed of ten college campuses, three education centers and two skills training centers located throughout Maricopa County. Prior to Maricopa, he has worked as staff architect for a major Arizona public utility, in private architectural practice and at Arizona State University managing the construction of major capital improvements and maintenance projects. 





Andrew Mendelson, FAIA
Andrew Mendelson, FAIA serves as Director of Practice Management for Cannon Design. In his 36 year architectural career, 32 with Cannon Design and the predecessor firm OWP/P, he has held a variety of positions in design, project management, operations and market leadership, and as risk management and chief financial officer. He is an expert in project and financial management and team organizational strategies—bringing leadership to a broad range of project, office and firm-wide activities. He continues to lend his expertise to Cannon Design’s Education and Sports Practices. Mendelson serves as a task group chair of AIA Documents Committee and is on the executive committee of the Illini Leadership Council for the University of Illinois at Urbana-Champaign. He was elected to the AIA College of Fellows in 2011 for his leadership to the institute and contribution to the profession in development and improvement of professional services agreements.
