Hello John, yours is a common question and at the same time a dilemma that we all have. Technically speaking we are being paid by our clients to produce a design and CD's. Not that it is a bad business practice to charge the GC for our CAD drawings however, it would be clever to disclosure such in the drawings or documentation. Those GC's would otherwise come back to our clients and let them know that their cost estimate did include shop drawings but not the base CAD drawings and their could suggest a change order. It will not look good to clients, for sure. In our firm we treat this as an additive service to clients and we do let them know of such. Regardless of the approach appropriate documents would need to be issued for the release of electronic data and its handling. Best of lucks.
